Strategic Review of Technical Education and Skills Training, (TEST) (1998/99)

PEMM Consultants Sdn Bhd assisted the Department of Employment, Education, Training and Youth Affairs (DEETYA) Australia is carrying out a strategic review of technical education and skills training in Peninsular Malaysia. A major role performed was undertaking of an extensive series of case studies and interviews with private educational and training institutions. The focus was on Certificate and Diploma courses in:

  • Study on the Reasons for the High Failure Rate at CIMA Stage 4 Examinations (1998)

    The study was commissioned in March 1998 by the Chartered Institute of Management Accountants (CIMA) Malaysia and PEMM were appointed to carry out a research study to systematically determine the reasons for the high failure rate of candidates of CIMA Stage for Examinations held in Malaysia. The methodology adapted included postal questionnaires to all registered.

    Candidates, focus group discussions (FGDS), case study interviews will both Employers and Tuition provider and data collection from CIMA. A detailed Report of Study Findings was submitted to CIMA in June 1998.

    Human Resources Development Study, Johor (1996)

    Client: Johor State Government

  • Mr Wells and Mr Vigneswarer were the principal consultants involved in this HRD project for Johor State. The study examined the existing and projected supply of and demand for labour in Johor. It also involved the preparation of a framework HRD Plan and the formulation of policy recommendations aimed at increasing the supply of skilled manpower and promoting the adoption of labour saving techniques. Measures were also proposed aimed at increasing accessibility to technical, vocational and educational training (TVET) and enlarging the involvement of the private sector in skill training.

    PEMM Consultants Sdn Bhd were the research partners in this MIMOS project which was a major Bridging the Digital Divide (BDD) initiative aimed, inter alia, at the ICT training of Senior Citizens. Empirical data was collected by means of household surveys and in depth interviews of both “Experts” and “ Development Practitioner” and Policy Makers. A Research Report detailing the experiences garnered and lessons learnt was submitted to the Client and international experience of similar programmes and initiatives in countries such as Australia, Canada, New Zealand, Singapore and Japan were analysed.
